I would try to use wider stretches than you find comfortable, but not to the point that they are unbearable, just one that burns a little bit.
For example, put your index finger on the 3rd fret of A, and try to stretch your pinky finger to around the 7th,8th,9th,10th. Just try to build up your dexterity through that, its how I got to be able to make some wider stretches. I'm no expert, but I don't think that the fingers will effect dexterity too much, I'm fairly certain it would be more in the fretting hands strength.

1. Learn your major, minor, modal scales in multiple positions on the neck.
2. Get a metronome.
3. Run up scales in different keys on the neck in time with a metronome, starting slow (60-90bpm) and working up.
4. Profit.

Yeah, I have some of those balls. They actually help to get your fingers loosened up. Also if you hold the balls between your fingers for 5 minutes it helps to improve your stretch. one between index and middle and one between middle and ring. works well. I have another excercise but i'll have to post it later (gotta go fix a truck).
